  1. The benefit to buying in a store like Best Buy is you can be sure to get a warranty (if you want one). When you buy online, be sure to look into how they take returns in case anything is wrong. Also, read to see if you are getting a refurbished item, which is often significantly cheaper online than the new full price would be. I've bought a refurbished digital camera and was completely happy with it, but I would be particularly careful in those cases and be sure they have a good return policy.

Otherwise, online would be exactly the same items as in stores, and sometimes you can find a coupon code for sites through google to make it even cheaper. Some of my favorite electronics sites are:

    newegg.com

    outpost.com

    and occasionally buy.com or overstock.com

Amazon and eBay are sometimes good, but be sure to read the reviews of the sellers.

  2. The only reason to buy locally is the ease of making a return or exchange.  Otherwise, buy online from a reputable retailer.  You will most likely save quite a bit of money.  GPS receivers, when not on sale, tend to be overpriced at places like Best Buy and Circuit City.  For example, I bought a nuvi 200 for $150 from Amazon.  I also got a mount from them for $27.  At Best Buy, the same GPS receiver cost $200 and the same mount cost $40.
