  1. he's in the same place as sapphire. Go to that island where you fought the gym leaders in a double battle and just surf around the area. You will see a small house on barely any land. go inside and you will find the guy.


  2. To get to that place, you simply surf to the east of Lilycove City.  As you are surfing, you will see many dark patches known as Dive Spots.  Keep surfing, and you will come up on a small island, and then a second island.  The Shard Collector is on that island.
