You are going to find it rather tough.  Port Moody sells them to people 19 and over at Halloween.  Other than that they are mostly ban by municipal regulations, in most municipalities around BC.  

You can buy them in Washington State, say check out Indian Reserve locations for stands.  The US sales peak for July 4th, so it is an easier time to find them.  HOWEVER, you can't bring them back into Canada.  And as they are explosives, it can be a very serious offence.
