  1. The type of accommodations which a college student is eligible for depends on their disability and ability to perform college level work with that reasonable accommodation.

You obtain accomodations by submitting the appropriate documentation to the campus disability accommodations office after being admitted.

As for being given a laptop, you probally would have to work with the state rehabilitation services office to obtain one for disability accommodation, if this is what you are asking.

Colleges themselves don't have laptops to permanently 'give' to anybody, whether they have disabilities or otherwise.

The rehabilitation services office would be off campus from your college campus office. They would have their own diagnostic and eligibility criteria apart from a college where you were admitted.

But they could possibly help you obtain a laptop were it determined that it specifically is what you needed for successfully performing and completing academic work because of a documented disability--and also because the college realistically lacks the financial resources to provide any student (pwd or otherwise) with their own permanent laptop for academic use.

  2. no, ask your college they may have  grants for LD students.

My accommodations are; note takers, audio taped class sessions, extended time for test, reader and scribe during test, use of  calculator and charts in classroom and during the test and books on tape.
