Western Union says they sent the $ but the recipients office says no.?

My wife sent some $ through the western union's internet site. The people she sent it to says the office there can't "verify" it. Who should I complain to? The money is being sent to he Philippines.

The recipient must be able to quote the exact transaction no. or MTCN no., which shd be given to him/her by the sender, as well as the sender's correct name and address (or at least the city). If the details don't match, they'll refuse to release the money. (As soon as the sender has completed the transaction, she will be given the MTCN no. to communicate to the recipient.)

Complain on line or your nearest WU station.  Its easy enough to verify that funds were withdrawn from your account.
