Westinghouse Fridge Problem. Fridge not getting cold enough...about 8 degrees C at best. Freezer

Fridge not getting cold enough...about 8 degrees C at best. Freezer (at the bottom) seems nice and cold (about -11). When I looked behind it I found no water in the bowl on top of the compressor. I assume that this bowl would catch the water from auto defrost. I have tried turning it off and letting it fully defrost. After 2 days of being turned off, and the bowl now over-flowing of defosted water, I turned it back, adjusted the freezer dial in the fridge to minimum and the fridge to maximum and great....-2 degrees in the fridge section. I thought all was fixed so I turned it off to put it back in place and then turned it on again, gave myself a pat on the back, came back 3 hours later only to find 8 degrees in the fridge again, and the same after being left on overnight....Help, Please !
