Wha route to go and how much to get in pit bull attack.?

Ok the details, Victim was walking dog in alley when a pit bull attacked. The dog sustained minor injury to the neck and the Victim had minor cuts to the arm. The dog did not have rabies shots and was giving 4 tickets the prior month for the dog running loose and no rabies shots. the owner of the dog rents and has no insurance but the people he rents from has a not pitbull policy. So how much to ask for and is there any way to go after the people he rents from since they have liabilty for the propertys. State is Virginia

Don't know about Virginia but the way we handle it in Texas is shoot the dog.  If the owner complains to the police just tell them "that dawg needed shootin"
