  1. There is a lot of census research going on. Some on the blue whale is included in the Wikipedia article.

Census data is not easy, as you can imagine, but people are making very concentrated efforts. Photographic techniques are able to identify, categorize many individual whales so they are not recounted. Acoustic techniques are used as well as visual techniques.

    --------------------------------------...

The most critically endangered species of whale, "the northern right whale" is probably the best known. The animals live for decades and have been spotted many many times. There are so few of them that they are almost known individually. They also are very curious and will approach researchers and spend a lot of time on the surface where they are easy to see. This behaviour coupled with their extremely thick blubber made them the "right whale" to kill. It also makes them prone to ship strikes. Efforts to warn them away with ship noises often prove counterproductive since they come and investigate the noise.

  2. Whale censuses are being conducted constantly all over the globe.  A good place to start is the American Cetacean Society web site (www.acsonline.org), and for information on individual species, see wikipedia.org
