  1. Well taking the underground (piccadilly line) from the airport into the city center would definitely be cheapest, but this will take about an hour.

A faster and still relatively inexpensive way into the city center would be to take the Heathrow Express train to Paddington Station and then take the tube to wherever in the center you want to be.  A rountrip ticket for the train is 28 pounds and will get you to the city center in 15 minutes.  Trains depart Heathrow and Paddington every 15 minutes.

Taxi would be fastest, but very expensive.  If you have lots of luggage I would recommend storing it in the left luggage facility at Heathrow before you go into the center so that it doesn't way you down on your quick journey.

With only 4 hours I would take the tube to Westminster (you can get here from Paddington using the circle and district lines) and see the sites along the river such as Westminster Abbey, Big Ben, Parliment and the London Eye.  From here it's an easy walk to Buckingham Palace and/or Piccadilly Circus.  All these areas are packed with pubs and restaurants for you to grab a quick bite.  I recommend the JD Wetherspoons pub in Victoria Station for cheap english "pub" food.

    Enjoy your trip!  Cheers.
