  1. It used to be this:

"We will not submit this (Kyoto) for ratification until there's meaningful participation by key developing nations"

Senator Lieberman was also clear that developing nations needed to be included:

"Both Gore and Senator Joseph Lieberman indicated that the protocol would not be acted upon in the Senate until there was participation by the developing nations.[66]"

None of the evidence in favor of climate science automatically endorses any of the proposals that have been pitched under its banner.  All current schemes put poor people in developed nations on hook for the bill for compensating for the emissions of everyone on the planet,  That's not ethical, with the added outrage that none of the politicians involved is beign honest and discussing how these schemes completely fail to reduce global emissions from current proven-harmful levels.  American politicians expressed that concern in 1998 and opposed ratifing Kyoto.

Today's politicians fail to discuss any effective options, yet they'll promote ahrmful ones.  Ten years of "campaign contributions" may have something to do with that.

  2. If you mean the just-started UN climate conference in Bonn, I haven't seen any statements yet.  You can check-out the web-site here:
