The real answer is that you are correct, this was a refugee program under the Orderly Departure Program in Ho Chi Minh City for veterans of ARVN, the Army of the Republic of Vietnam, and the national police. However, in order to qualify for refugee status, the soldiers and police also had to have spent at least one year in re-education camp or have had prior military training in the US.  

    HO refers to the lists of people whom the Socialist Republic of Vietnam put together whom the government were willing to allow to leave Vietnam. HO itself never had any real meaning. Once the lists came in, the refugee organization, the International Catholic Migration Commission, headquartered in Bangkok, Thailand went through the lists and tried to determine who might be qualified for interview in Ho Chi Minh Citiy by INS officers. In the early 90's, thousands of people, including soldiers and their families came out this way. Now we have an embassy in Hanoi and a consulate in Ho Chi Minh City and very few people leave as refugees anymore. However, lots of people leave as immigrants.
