The above answerer may be correct, or I've also heard that the HAARP Antenna Array was constructed so we are able to communicate with our submarines while they are deeply submerged in the ocean.  It's not easy to get a radio signal to travel through all that water!

HAARP, High Frequency Active Auroral Research, this is a extremely high frequency radia transmitter military operation in Alaska. Here's one link:  http://www.haarp.alaska.edu/  if you type HAARP into google you will see approx. 3million + sites. Not your average radio frequencies; this can be used as a weapon or to change weather patterns. It was also used to blast a hole through our atmosphere to see how long it took our earth to heal the hole.
