How come eBay don't allow people to register them?

i tried to get a solo credit card about three years ago and they took 3 hundred dollars out of my account and i still have not seen my credit card i have tried to take them to court and now can't find the people. i wouldn't trust it.

Solo is a debit card for kids or people on a low income.

Yes you can use solo on paypal. You can pay your ebay fees by direct debit too, so don't need a credit card.
