  1. IT is a rehearsal for sound and light and set changes.  IT should not involve the actors. A stage manager can read the script to give the cues.

  2. It's not necessarily true that actors aren't involved. Cue-to-Cue can happen in what's either called 'dry tech' or 'wet tech'. Dry means without actors, wet is with actors. A cue-to-cue involves working the show moment-by-moment, writing the lighting cues and working out the flow of scene changes. Often times when actors are involved they are present to work out the timing of lights alongside movement or other stage action. It also helps the actor to know the lighting cues to aid in transitions and hitting marks.

  3. A cue to cue rehearsal is where you start at the beginning of the play, miss out long bits of dialogue where essentially nothing happens and then skip forward to where something does happen, be it a lighting cue, sound cue, an actors entrance, a sequence where an actor has to get off to do a quick change and then back on again.  It will involve all important happenings such as a song, a battle or a difficult sequence with props.  This is usually done when time is short, but some of the more technical requirements are needed to be rehearsed, or if on a tour, it is not necessary to have a full dress rehearsal at each venue, merely making sure that everything looks as it should and to give the actors time to adapt to their new surroundings.
