What's a electronic equipment that can be used to annoy people, like in the sense that it sends a electrical pulse through the body keeping the target awake all night? And what's possible ways to deactivate these equipments so that they do not bother you?

You may be a victim of infra-sound. Infra-sound is below the human hearing range but is readily felt by the body. Check out the links below and see if any of the descriptions match your sensations. If it is infra-sound, it may not be "someone" but "something" in your own home.

Its a tiny device that makes a very high pitched beep every 2-8 minutes for weeks.  

But really, reading your post, you sound like you may have schizophrenia: paranoia, insomnia, feelings of electricity running through your body.  

You should go the hospital, because there is no device that can "send an electrical pulse through the body keeping the target awake all night".
