What's a free website where I can add text (not stupid glittery stuff) to pictures I upload?

The best thing you can get for doing anything at all with pictures is Adobe Photoshop. Edit the picture first, then upload it. It can be confusing to use if you never have before, but there are plenty of very helpful tutorials. Photoshop gets ridiculously expensive though, and you could just use the free trial version for now. There are ways of getting it for free I know of, but are pretty illegal.

Honestly, there isn't really any website out there that will let you do that, without asking for money, or producing poor quality that will leave you unsatisfied. I personally would try to find a software for this such as "http://www.imagetitler.com/", or something along those line's. Hope I helped
