I don't know where you live, but here where I live there are a bunch of bars in one area.  A lot of my friends (not even for birthdays) will rent a limo or just have  a person who does'nt drink or is willing to drive everyone to a bunch of different bars.  The 21st I've been to we started out at like little bars and as the night went on and the more we drank we all wanted to dance so then we went to bigger bars.  We also did start drinking at like 8 so by the time we wanted to dance it was like 10 and the place was open until 2:30.  So I hope this helps and has given you some ideas.

Go to a bar or a pool hall, and have fun kicking back, drinking and playing pool! Then go get some dinner somewhere.

Get a limo (so you dont have to drink and drive) to take you to the club, go VIP in the club, after that go get some tattoos! LOL!

I guess that depends on what your meaning of fun is? Just please don't drink and drive! My 12 year old daughter and best friend were almost killed by a drunk driver last year.

do a stock the bar party...people can bring alcohol, wine glasses, shot glasses, etc.  we did this for our engagement party and it was a blast....we had a mexican theme and they served margaritas, corona, fajitas, quesadillas, chips and salsa, etc
