Suave Advanced Therapy Skin Lotion is what I use.  It is very inexpensive and gets the job done (I use the dry skin formula).  Suave and Unilever (the parent company) does NOT test on animals and says so in it's FAQ section.  Check it out for yourself:

burt's bees has some great milk and honey lotion that is barely scented. also there is good old cocoa butter.
