What's a good camera? I need one with fast refresh rate so I can take quick pictures and have it ready fast...

So basically that's the important factor. Also to have a decent battery, my sister has a cam but the battery runs out so fast and charges for ages.

Also to not be too expensive.

No need for tons of megapixels maybe in between 3 and 6 or more if possible, but to still be in a decent price range.

I have the canon powershot SD1000 and it is great. Of course, it is replaced by the SD1100 which is only $210 at tiger direct.
