  1. Probably should just go to the local community college.  Good prices and convenient.  Bunker Hill Community College?

  2. Does your friend just want to do a course in the English language or an actual degree (Bachelor's, Master's) in English?

If your friend wants the latter, then an inexpensive college is hard to find in Boston. The largest university is BU (Boston University) and this is very expensive, you are looking at around $37,000 per year for tuition alone. Northeasten is around $34,000.

If your friend wants a degree at a university then the most affordable university is going to be Suffolk, which will probably cost around $15,000 a year.

If your friend just wants to study English and not get a degree then I would look at community colleges. Since many of them offer non-degree courses and ESL for non-credit and are much cheaper, usually less than a $1,000
