What's a good european university to attend for an America?

I want to study abroad(preferably in Germany) but other places can work if Germany is too hard to get in. My question is I haven't attended college, and just got out of the Marines. I am 23. Are there unievrsities where i can study the languages and then get a degree? please help, gimme tips etc
