Since it is summertime, when i was ten I would always appreciate a SWEET super soaker or really really nice squirt gun.  That way you sister or brother can feel the pain and not you!

Since it is summer you could look on the beach toy aisle at your local Walmart or Target.  There are TONS of inexpensive toys for the pool, water guns, dive toys or rafts/floats.  All kids love to have their own toys for the beach or pool.  Another cool idea is the water skateboard-all boys envy my sons and he is 10 yrs old too.  They are about $15 and come in bright colors...everytime we swim at the community pool all the other kids there want one!
