What's a good method for cleaning scratched CDs?

I'm looking for suggestions that would save me a trip to Circuit City or Best Buy to get one of those CD cleaners.

Don't use toothpaste. OMG that's retarded. Windex or 91% or higher rubbing alcohol will remove stuck on debris and finger prints. Thats what I do. I think that the advice of don't submerge them is bogus and it's just a liability issue for the media companies (verbatum, memorex,ect.) Think about it though don't you use this stuff safely on your LCD s? Then if you do go to CC or Best Buy you end up buying the same stuff in smaller quantities with a much larger price tag.
