What's a good wave enhancing shampoo?

i have thick blonde hair, its 3 inches past my shoulders and its a little wavy. I used to be able to just scrunch it with wave enhancing spray but lately it doesn't work as well. What's a good wave enhancing shampoo that's not too much money?
