What's a toner? (HAIR COLOR)?

I dont know what it is and if its necessary because I'm bleaching/dying my hair soon. I only want the ends of my hair dyed, not anywhere else. I want a maroon-plum color and I have dark hair, almost black looking. Plz help! Im running out fo time

no you dont need a toner, this is only used for toning down or getting rid of unwanted golden tones in Blonde hair.

as you are doing it maroon plum there is not need to use one
