What's an affordable phone system to use for 40 telemarketers and be able to record them?

Something like the cisco PBX will do the job for you with ISDN30 (I would look for about 25 channels as with 40 staff you will always have someone off on leave).

If you want they can then have incoming calls on DDI. Using the CISCO call manager you can record calls for training purposes (remember you must inform the called part that this can take place) as well as get stats from the PBX (number of calls, availability, time on phone / time to answer).

This should work well and can be integrated into CLI for screen popping if you want to take it further.
