  1. It depends on how you are traveling and your interests.  If you're driving, basically anywhere you go will be relatively cheap and has excellent toll highway system.  By bus is the second most cheapest, and Mexico has a great and comfortable bus transport system.  Try the executive buses, you watch movies on the way, have restrooms and the seat lay back to where you're almost laying down.  Lastly, flying not that cheap.  

    Cheap colonial cities or towns:

    Zacatecas, Zacatecas

    Morelia (and Patzcuaro), Michoacan

    San Cristobal de las Casas

    Ancient ruins:

    Palenque, Chiapas

    Industrial:

    Monterrey, Nuevo Leon

  2. Veracruz it is a nice cheap place, my hometown also, it is a full of history place with beaches, a dock, the place where the Spaniards enter into America, hot and humid place to tan, and full of fun.

    Recommendation, you can get a cheap ticket from Monterrey to Veracruz, for as cheap as 40usd RT

  3. MizGia had some excellent suggestions on places to go. I have been to several of the places she mentioned and would definitely concur.

    One other place I'd suggest is Creel with a visit to Copper Canyon. There are several clean cheap places to stay and the canyons are amazing.

    The best book on traveling in Mexico, especially on the cheap, is hands down The Peoples Guide to Mexico.
