it depends on your perspective and location...I live in california and i think japan is the most alien and different what with their different customs and etiquette and dress and art...etc...

but maybe they think los angeles is the weirdest, I don't know.

I suppose since much of the world is so westernized the "weirdest" culture could be the least assimilated and the one least connected to the rest of the world, like a South American village in the Amazon that no one's ever seen.
