What's best for a motorcycle poker run,long ride including interstate, or shorter, pretty ride & town traffic?

I'm planning a charity motorcycle poker run and we have to decide between two routes: R1: About 90 miles circuit, including a 45min stretch on a country road. R2: About 45 miles circuit, with beach views but possibly in-town traffic? We have about 4 hours to complete the run, with probably 5 stops. Also, does the biker community resent having "mandatory" stops at each poker run location, or is that no big deal?

not if they are at biker bars
