Go to a casino and sit at the cheapest table.  It's fairly easy with small bets to spend the evening without losing, and the drinks are free.   The downside is that it's pretty boring.

Easiest way to get free drinks and a free meal if you are so inclinded is to Dine and Dash, hopefully you have enough to drink that you dont feel guilty for stealing food, but effective none the less.
