  1. I live in Calgary.  I have not tried Rogers or Shaw.  I can't comment on their quality, but I do think their services are too expensive.

I'm a big fan of using VoIP myself.  In my search for "low-cost" VoIP services, I was not able to find any Canadian VoIP services that suited me.  In the end, I signed-up with two USA-based VoIP services.

I use InPhonex as my primary phone service because they offer 911 service for Canada.  I also have a second phone number with CallCentric, but they do not have 911 for Canada like InPhonex does. (find links through my profile).

In comparison, these services are cheap compared to Rogers and Shaw digital phone.  However, I installed my own VoIP ATA adapter and configured it myself.  Many people may not be comfortable doing that themselves.

If price and cost isn't an issue, then you may find that Shaw customer service will be worth the extra costs...

I use Shaw Cable Internet myself.  Their CS seems to be good... I'm just too cheap to pay for their digital phone...
