How would someone be able to say it must be between Scorpio and Sagittarius without having a time of birth or even an approximate one, and then do a rectification of the chart based on life events?  Rectification is a long arduous process, so, I think maybe someone was guessing those two signs either based on the looks or general characteristics you may have said he has.  If he has access to his birth certificate, the birth time may be on there, unless his mother has a good memory!
