What's meant by "lower Broadway"? Is there also an upper Broadway? Can we call it "south Broadway"?

Here's the context, taken from "Ben Compton", "1919", "USA" by John Dos Passos:

  1. Its kind of vague, but "lower Broadway" would be in "lower Manhattan", IOW, the southern end of Manhattan Island, as in the Financial District, Greenwich Village, or Battery Park.

    In New York, no one ever speaks of "south Manhattan" vs "northern Manhattan". its always "downtown" (south) or "uptown" (north).
