My guess is you are talking about a speed bag which is a small bag that is at about eye level and is hit rapidly for hand speed and shoulder and arm muscle conditioning.

You could also be talking about a slip bag which looks similar to a speed bag but is suspended by two bungee type cords and is usually lower to the ground than a speed bag.  But my guess is that you are talking about a speed bag because there aren't many places other than a boxing gym where you would see people hitting a slip bag and by the fact that you are asking this question I'm guessing you've never been to a boxing gym.
