What's the answer to this brain teaser?

there are NO instructions on it and I can't figure it out, I've been doing this for days now. It's a bunch numbers. In the picture, it has a black 1, a green 2, a blue 3, a black 4, a red 2, a yellow 1, and a blue 1. that's it. No hints. it's bugging me!! :(

If it's what I think it is you are supposed to try to say the name of the colors out loud.

The tricky part is that your brain will keep trying to say the number because that is what you are actually reading.

primar colors are red yellow and blue 1,2,3 and secondar colors are the rest. that may have something to do with it.
