Dinosaur BBQ hands down has the best ribs in NY.  There are 3 locations - Rochester and Syracuse which someone mentioned but there is also a location on 131st street in NYC.

The food is so good and the meat just falls right of the bones. Delicious.

YES go to dallas bbq...its right in midtown by times square ish i forget, i live in ny and dont go to tourist places often, but that place is very good

I was only a tourist but I ate some at Dallas BBQ, www.bbqnyc.com. I was a little skeptical when I went into the place but it had some legit BBQ, I am from texas and eat alot of BBQ and this was right up there with some of the best I have had. Good luck.
