It is really more of an opinion and which conditions you prefer (water temperature, waves, etc.). Personally, I find any area around San Diego to be quite pleasing.

San Diego is by far the best. With the most quality surf breaks per mile of coastline, combined with warmer ocean temps, combinations of reef/point/beach breaks, and access to Baja....San Diego can't be beat. On the flip side, there's tons of localism, pollution, and it is extremely crowded when there's a good swell (due to all of the surf forecasting sites on the Internet).
