What's the best car that gets over 40mpg for under 30K?

Toyota Prius starts under $24,000 and goes up from there it is a a miser on gasoline around town over 40 and next year they are talking of 80 around town. other will tell you about a Honda that will run on water. The car that they are talking about will maybe come out in 2010 and at that will not be offered outside of California it is a concept car and frankly I wonder if it will ever come to market.
