What's the best dual sport motorcycle for a beginning rider?

Gas is expensive, I want to get a dual sport motorcycle bc I heard a lot of them can get up to 75 mpg. I'm going to be riding mostly on paved roads though there's a lot of unmaintained fire roads around where I live that I'd love to go on. Want the option of highway commuting. I want something inexpensive and durable that I can fall down on and pretty much beat up since I'll be learning, and doesn't require much upkeep. A beginner bike. Any suggestions? My budget is around $1500-$2000.

Dual sport bikes sell for more than a comparable street bike.  You will have a very hard time finding something in your budget that will handle highway speeds.  You will have a hard time finding something capable of highway driving that is going to get 75mpg.  Except for the chinese bikes there isn't really a bad dual sport bike.  Dual sport is a great idea for a beginning rider, but you are going to have to spend a bit more if you want to ride on the highways.
