Considering this is categorized as board games, I'd say monopoly.  Boring answer, I know, but it's the only game I can think of that isn't based solely on luck (e.g. snakes and ladders) or outside knowledge (scrabble/trivial pursuit).  You need to be able to find people who have the patience for it though, which is a ridiculous challenge in itself.

For me Scrabble is the best board game ever made.  However, in terms of how long it has been around, how easy it is to make a game, how easy it is to learn, it is hard to beat the ancient game of Mancala.
