I have tried so many different kinds of makeup removers and I always come back to using Pond's cold cream. It's cheap and super effective. In fact, they tend to use it in the theater industry for their heavy makeup.

In addition to successfully removing eye/face makeup, it serves as a great moisturizer. You don't have to use a lot so a small container lasts a long time.

if your willing to splurge a little, go to somewhere like macys and get Lancome make up remover. It feels just like water, not greasy at all and works amazing! (it comes in a light blue bottle)

if you want something cheaper but that still works great, at the drug store things like the dove or ponds face cloths that already have the stuff in them are amazing! Good luck!
