it all depends on how much you want to spend;

if you want to have a luxurious, up-scale tour I suggest trafalgar tours, I've tried cosmos tours and it was great at reasonable prices. However, I highly suggest that you purchase your own flights because travel agencies are notorious for getting you last minute flights, especially if you start your tour in Rome, you usually have to change planes in London (Heathrow), Paris (Cahrles de Gaulle), or Frankfurt. You also have to keep in mind that your flight leaving the US may be delayed, not leaving you enough time to catch your next flight at whichever city you'll make a stop at.
