What's the best reusable 35mm waterproof camera?

My cousin wants to take pictures underwater after seeing my Olympus Stylus 1030, but she doesn't want a digital one because she doesn't see herself using it that much.

Any suggestions on any reusable film cameras that are waterproof? Rather than buying disposable ones over and over and over..

I have only seen one brand in my area that can shoot in the water ... and it was only good down to a few feet.

For diving deeper than one meter, your choices are limited.

Either she will have to buy a camera that can be placed in a specially designed housing or like you buy one that can be used above and below water level.
