Themed costume parties often require more work and expense for your guests. Luau, Mardi Gras, Casino,  60's or 70's nostalgia parties are fun. Movie themes. Just creating a  theme using color can be intriquing. A pink party for girls.

luau, a color theme, casino night, wild west, around the world party(could have "stations" set up for the various ports ...japanese, australian, mexican, italian, etc etc etc....have foods, drinks, candies, games specific to each country you choose), memories of yesteryear(have games and candies and foods that you loved as a child)

masquerade party(you could pick a specific theme for this or just have everyone come as they like...themes could be pirate, mamma mia, phantom of the opera, roman(cleopatra etc), toga party, tailgate party

I personally would say luau because you can really decorate a lot with this theme and you can do it very cheaply and everyone who goes to the party can dress up for it easily.  Also the favors are easy too.  The dollar tree dollar store has everything for this party at a buck a piece including a luau CD, invites, decorations, leis, skirts, torches, lights, wall signs, etc.  Sites:  Oriental trading.com, U.S. Toy Company, party cheap, party merchant, shindigz.  And if you want to have large theme kits, stumps prom and Anderson prom and shindigz have large decorating theme kits.
