What's the best university for bioengineering or biochemical engineering?

They're not totally different. You can major in biochemical with a focus on bio, or you can pursue either as a major.

Bioengineering and Biochemical engineering are two completely different branches of engineering.  Georgia tech would be great for either, so would Minnesota, Staford, or Berkeley.  John Hopkins has a great biomedical engineering program offered through their medical school.

MIT or Stanford.  Very difficult to get in.
