What's the best way to create a spending budget?

spend less then you bring home.  

first you need to track your spending.  Do it over a 1 or 2 month period.  This way you can recognize where your money is going.  Once that is done, create your budget, leaving enough left over to build up your savings.  If you have debt, work on paying that off.  You may want to invest in the stock market for long term goals.  Good luck.
