You don't say what the vinyl is stained with.  There are severeal marine specific cleaners out there. Try Captain Phab products, and  follow the directions carefully.  For Mildew(black stains), use household bleach mixed 1:1 with water. Spray or apply with a sponge, let sit a few minutes, scrub gently with a soft brush, wipe off and rinse with fresh water.  Make sure you try this or any other product on a small area first.
