What's the best way to get into teaching with a B.A. In California.?

I am finishing up My B.A. degree and want to become a secondary social studies teacher. What is the best and fastest way to do it?

Well, you need a Teaching Credential. There are a few different routes to get there. Check this link out:

I don't know what you mean by best AND fastest because most of the time a program will fall into one or the other of those categories. But that page has links to PDFs depending on which route you want to go. Another option not covered there is the Teach for America Program.
