DOES NOT, however, need to be mobile.

Must be able to clip onto my laptop screen

Wow that's a lot... well I'm using the QuickCam Pro 9000 by Logitech. Not doing so well so far and will probably have to return it.

if u r looking  4 something like that it has a big price try sear, bestbuy etc.

i wrote up an article for you on my blog.

basically i think there is a better way to solve this problem, instead of using a webcam. look into miniDV camcorders. some are quite cheap.
