Buffalo is the second-largest city in New York.

Newark is the largest city in New Jersey. (It's part of the New York City metropolitan area, so I don't know if you want to count it or not.  Camden is New Jersey's fifth largest city and the largest one not in the New York Metropolitan Area.)

Wilmington in the largest city in Delaware.

Burlington is the largest city in Vermont.
